Millions of kids are growing up in orphanages, and they are not growing into successful adults. Substance abuse. Prostitution. Incarceration. Homelessness. Suicide. Most of them are failing by any social measure, and their children often end up in the same alternative care system that failed them.
Love is not enough. Children also need structure, stability, security. Children growing up in residential care need a safety net when they age out, and a real chance to succeed as independent adults.
