The Google terms a page important that has more pages linking to it. Therefore, you are going to have to make sure that more pages are linking page to the page which you want ranked. About 3 – 5 topically relevant pages in your site need to link back to the page that you want to rank.

This step is similar to the above one. You are going to have to make sure that multiple high quality sites are pointing at the page that you want to rank. While internal linking is not difficult at all, you are going to have to make a strategy to make sure that you are getting high quality links from the other sites.
